Uh Chuck does let Blair go and gives Louis his blessing. Blair is planning wedding to Louis at end of episode.

Dan isn't over Blair at all. His secret that Vanessa finds out is that he wrote a book called "Inside" Vanessa reads it and I think Dan says he's been working on it for about five years. So that's the reason he wanted to be caught up in UES. He doesn't want it published anymore, cares about all of these people...but Vanessa gives it to a publisher at the very end...and says shes going to Barcelona.
It's true that Dan has been writing a book about the upper east side. But now that he knows these people that has now become his friends and family, he doesn't want to publish it anymore. Vanessa finds the book when she goes to the loft to look for Charlie and she reads it. She calls Dan and lets him know how good it is and that he should publish it and not let his feelings for the others stop him. She also says that not everyone would be mad at him for writing this book because "a certain someone might like how she is painted in the book" and she's not talking about Serena (Blair). But Dan is upset because he is sure that if anyone reads the book, it will for sure make him the ultimate outsider..

For the book spoiler I forgot that they said they're going to print an excerpt for a major magazine in the fall, and have the book out by spring. So it sounds like a season long arc for Dan.
And Louis and Blair are planning a November wedding...for sweeps? LOL

Georgina figures Charlie is faking being off her meds...gives Charlie her phone number.

But it is sooo clear from the script that Chuck and Blair are done and it seemed really unforced and real. And we all know that the prince isn't going to be there forever. The writers are really building up to a Dan/Blair relationship of some sort.
They have a lot of things to take further. The whole book thing. When Vanessa left, she made sure that the book would get published (the author is anonymous, but still...) and when Blair reads it - and sees that she is probably the only one who is portrayed in a rather nice way - she'll probably be really touched.
And also in the script it shows how Dan looks after Blair when she leaves for Monaco with the Prince. And Dan goes away to relax and think about things with Eric. And Eric is the only one who truly knows how Dan feels about Blair.
